The section of the Yangtse leading up to the dam. This includes the plains
section from Wuhan to Yueyang. Along this section, levees are still being
built at all times to protect from flooding, even though in theory the dam
fills next year. Giant makework projects have workers moving and loading
rocks and dirt to build up the protection.
